A few reminders for the draft:
1) It is a 3 round non-snake draft. Meaning that each round will be the same order of teams (minus the trades of course).
2) ONLY MiLB players that were in the MLB's draft may be drafted in TBC. The exception is that we will allow foreign players to be in the draft as well. But this is only for young players with little to no MLB level type experience. i.e. Ichiro would not have been allowed in the draft but Aroldis Chapman would be.
3) Drafted players' compensation - IF a drafted player or a foreign signed player receives a MLB "long term" contract (per Cot's), you will assume that contract for that player. Otherwise, the player is "signed" to your team on a standard $300K "annually renewable contract".
When you post your draft pick, be sure to post a link to Cot's (for drafted players) or to a web link (for international players) for verification of their contract or lack thereof.

Quick point of clarification - is a deal like Strasburg's considered a long-term MLB deal? It is a MLB deal, but most of the money is signing bonus. I assume you are talking about players like Dice-K, not prospects that sign large initial contracts.

Strasburg and Harper both are signed to "long term" MLB contracts...Stras thru 2012 and Harp thru 2015

We strive to be clear and concise and we sometimes fail...but we'll keep trying.
The "international player" aspect of the draft has not been clear enough to avoid some confusion and issues. Let me try to clarify eligibility of international players for this draft, future drafts and free agent bidding.
The intent of the draft is to provide the TBC teams an opportunity to draft based on need (reverse order of prior season standings) and not be tied solely to only those drafted players by their real life franchise.
In addition, since foreign players are not drafted, they have to be addressed differently, but in a way to try to "equalize" them to the annual MLB draftees.
Since the real life MLB draft was held in early June, "TBC draft eligible" foreign/international players signed by a MLB organization since June 1, 2010, but before January 10, 2011 (date of this draft), shall be eligible for the current TBC draft. This creates an even playing field for our GMs to choose from "newly" drafted/signed players.
Any foreign/interntional player signed by a MLB organization prior to June 1, 2010 is NOT eligible for this TBC draft, but will be eligible for FA bidding starting in a few weeks. In addition, any foreign/international player signed between June 1, 2010 and January 10, 2011 that is not selected in the current TBC draft shall become eligible for FA bidding.
Any "TBC draft eligible" foreign/international player signed by a MLB organization after January 9, 2011 (and before the date of the next TBC draft) shall only be eligible to be TBC drafted in the 2011 late-summer TBC draft. Any such player not selected in that TBC draft shall then become eligible for FA bidding.
So annually, "TBC draft eligible" foreign/international players signed by a MLB organization will first, and only, be eligible in the next conducted TBC draft. Any such players not selected in said draft will then, and only then, become eligible for acquisition via FA bidding, and will not be TBC draft eligible for any subsequent TBC drafts.
The intent is to place young, "amateur" foreign/international players on equivalent acquisition terms as U.S. drafted players.
"TBC draft eligible" foreign/international player - is defined as a baseball player living abroad and not eligible for the annual MLB draft, that is generally young (teens to early 20s) and has not played baseball at an "MLB equivalent" level. While some countries do not have "major league" baseball, they do have equivalents (or pseudo equivalents) in the form of national (or the like) teams.
Some players' ages and MLB equivalent experience clearly render them ineligible for TBC drafting, such as Ichiro, Fukudome, Kuo, Kuroda, etc.
If it is unclear as to a player's TBC draft eligibility, the TBC LO will make the final determination.
